In the qualifying round for Youth formation teams the judges are instructed to call back a specific number of formation teams for Division I. In that same round they are also instructed to call back a specific number of teams for Division III.
The teams with the most call backs for Division I are placed into the final for that division, while the teams with the most call backs for Division III are placed into the final for that event.
The remaining teams are then placed into the final for the Division II event.
In 2023 there were 21 teams in each Youth Formation event - the judges were instructed to call back 7 teams for Division I and 7 teams for Division III, leaving 7 teams that each judge then called into Division II. Due to the acutal number of call backs from the judges for the Latin division 6 teams were placed into Division I, 8 teams into division II, and 7 teams into Division III.
